Why did Blinken meet Vucinqi in Munich, but Kurt didn't?

U.S. Secretary of State Antony Blinken, has stood at the Bavaria headquarters for the Munich Security Conference. “We talked about the importance of normalising relations with Kosovo and about how much we appreciate Serbia's continued support for Ukraine”, Blinken wrote in Titter, publishing two photos with Vuciqi from the meeting.
From there, Blinken has left to continue in Turkey, where he visited areas affected by the earthquake and has offered US aid to Turkey.
