Vuciq, in this session, has spoken of the European plan ʹ or Franco-German ] for normalising reports with Kosovo, while the opposition has named this plan “capitalisation for Serbia”.
During the session, opposition deputies have cheered slogans such as “Tranche”, “Kosovo is the heart of Serbia” and “we will not give up Kosovo”. They also carried placards with the inscription “no capitulation”.
At the start of the debate, Vuciq said that the objective of today's “is not the responsibility to be carried to this institution or to the people”.
The goal is to stand before you and the citizens and honestly and to share what lies ahead and what we are facing, Vuciq said in the Assembly.
On February 2nd, the Serbian Parliament is debating the Government's Belgrade report regarding negotiations with Kosovo.
At the session for Kosovo in the Serbia Assembly present were representatives of the Serbian List, the main party of Serbs in Kosovo.

Among them is Milan Radoicic, deputy chairman of the Serbian List, under sanctions from the United States of America and Great Britain.
The plenary session is under way after Serbia's president has accepted the European Union proposal for normalising relations with Kosovo.
Vuciq said he cannot show the entire European plan to the Parliament, but only the worst parts for Serbia.
The most important thing is that the plan is the political framework, the moment at which everything” happens, Vuciq said.
The Serbian president said the team of European and American diplomats, with whom he has talked in Belgrade on January 20th, has told him there are huge reservations to the key issue.
“There are also good things in the plan; I will not talk about them”, he added.
The EU proposal, or as it is known as the Franco-German plan, is also supported by the United States.
The plan has not been made public, but it has been presented to the parties.
In that document, in which Free Europe Radio had access earlier, mutual recognition or membership of Kosovo in the United Nations is not mentioned in an experimental manner.
But the document mentions the support the parties must provide each other in the process of European integrations. Also, Serbia is urged not to undermine Kosovo's membership in international organisations.
Vuciq confirmed that 90 percent of what has been made public about the contents of the plan is correct.
“at point 4, in the second paragraph, it is written that Serbia will not oppose Kosovo's membership in any international organisation”, he said.
Vuciq said Serbia's policy will be preserving peace and stability at any cost.
Let us refrain from responding to provocations unless people's lives and properties are threatened, he stressed.
He also cited security for Serbs in Kosovo and said Belgrade would insist, as he said, on forming the Serb majority-run Asociation and municipalities.
Serbia's president reiterated what European and American diplomats said during the meeting in Belgrade on January 20th that there would be consequences if Serbia does not accept the European plan for Kosovo.
“I have been told that you will face suspension of membership negotiations with the EU, not only with further investment interruptions, but also with the withdrawal of all investments from your country and other comprehensive measures that should show how those who disagree with the EU must leave”, Vuciq said.
At the end of his speech in the Assembly, Vucic stated that if Kosovo becomes a member of the United Nations, Serbia's Constitution will be for it <x0-book sacred”.
“In the middle of my position in power, in the guaranteed mandate of the Constitution, I know what I should do, because there is no choice between Vuciqi or Serbia. I will choose Serbia”, he said.
He added that capitulation and surrender are not options.
Serbian opposition rejects Franco-German plan
Right-oriented opposition Movement leader Dveri Bosko Obradovic called the Franco-German plan “a Western ultimatum”. If Serbia would accept the plan, Obradovic said, it would be “capitalisation of the state”.
Obradovic estimated that the essence of the Franco-German plan is for Serbia to recognise Kosovo as an independent state, urging Serbia not to oppose its membership in international institutions.
“A Serb who will accept Kosovo's independence is wanted at the head of the state, and that is the essence of the Franco-German agreement”, Obradovic said.
The head of the Union of Vojvodina Hungarians' parliamentary group Balint Pastor said peace and stability should be the first priority for all citizens of Serbia. He said proposals for resolving the Kosovo issue -- “ -- are worsening over the time of”.
The chairman of the pro-European Green Left Club parliamentary group, Ne davimo Belgrade, (Let's not sink Belgrade) Radomir Lazovic told Serbia's president, Aleksandar Vuciq, to forget the support he came for.

Lazovic said the opposition should see the plan so it can be declared for him.
He addressed the international community's representatives with the question: “What message are you sending Serbia when your only address for conversation is Aleksandar Vuciq?”.
Kosovo and Serbia hold talks with EU mediation since 2011. The process is aimed at fully normalising reports through a final, legally binding agreement. Kosovo wants this agreement to include mutual recognition as Serbia insists on a compromise solution without specifying what compromise it is about.
