One of the criteria for contracting specialists with the Ministry of Health was for three years to serve in the public sector, but only three of them have been employed at the University Clinical Centre in Kosovo.
Vogan Behluli is one of the first generation Kosovo clinic psychologists, an open professional programme and financed by the health ministry from 2014 to 2021. However, only three of the 20 clinical psychology specialists have so far been employed in public institutions. Others, however, have been accommodated in the private sector.
“One of the criteria has been that with the completion of the professional programme, we get an adequate license and state-financed specialists are tasked with serving for public mental health institutions, a large number of them have failed to reach a key in the public sector as a lack of job opening, while others have left the country”, he said. Even the patient's rights representative says the number of psychologists in health institutions should be increased.
Besim Kodra chairman of the Association for Patients' Rights says the presence of psychologists, however, is necessary in health institutions.
Because any changes in the physical aspect of the patient will affect someone more, and others less, so the need to have psychologists in health institutions is extremely large”, Kodra told RTK.
For about 30 clinics, KKUK has only 14 psychologists, 7 of them are in the psychiatric clinic, two at the Neurology clinic, two at the Institute of Forenzice, while only one psychologist has gynecology, Pediatry, and the Oncology Institute.
Asked on the issue, Health Minister Arben Vitita said this is the competence of the USKKUK Directorate.
“Sa SKUK "the organization itself has the right to open it itself, and this question should be posed to the USKKUK's board or directorate...”, Minister Vitita said.
