American diplomat: I think Kosovo will agree to association if agreement is reached based on the Franco-German plan

The retired American diplomat Michael Kirby has talked about the February 27th meeting, to be held in Brussels between Kosovo and Serbia. However, he has said its implementation will be delayed as long as possible, even though it is an issue agreed on.
He has said he expects the implementation to begin immediately in next week since it is an issue that requires understanding.
Speaking of returning Serbs to institutions, Kirby says something like that will happen once Belgrade gives the signal for something like that, however, adds that something must happen for this to be used as a reason.
“I think that Kosovo will agree with the establishment of the Serb majority community municipalities if an agreement on the European proposal for normalisation is reached. It will be delayed as long as possible even though it is already a agreed-on issue, the application of which has become painful. I don't expect a decision to be made next week because something like that requires a fundamental consensus. When it comes to returning Serbs to Kosovo institutions, this will happen once Belgrade signals that they must do so. Something must happen that will be used as a reason to attract such a” movement, retired diplomat Michael Kirby said of the Voice of America.
