Prime Minister Albin Kurti has talked about the Franco-German plan and Association today, the Periscope broadcast.
In all the current meetings with the EU and QUINT mediator, I have highlighted our commitment that as soon as possible we can reach final agreement about the Franco-German proposal presented to us on September 8, 2022. We see it as a good basis and are interested in working as intensively as the same is signed by the parties. We ask Borrell to invite you to regular and frequent meetings to advance. The normal state does not discriminate against minorities but protects them as social values. Association derived in principle from the Brussels agreement as such a mechanism can be considered under these conditions from Kosovo:
1. The association should be in line with the Constitution and laws in effect in the Republic of Kosovo.
2. The association cannot be monoethnic, it must change its name, there can be no public (or executive) power, and it should serve only horizontal co-operation of municipalities under the Constitution and the law on local self-government (head 5).
3. The association is part of the final agreement and applies after mutual recognition. And, in connection with the latter, only after Serbia has accepted the principles of the UN Charter in its Interstate reports with the Republic of Kosovo.
4. Prior to the establishment of Association, Serbia's illegal structures in northern Kosovo are wiped out and all illegal weapons are delivered.
5. National minority rights and relevant safeguard mechanisms should include the principle of reciprocity between two respective states, as well as take into account European standards and models.
6. Serbia's president draws the letters sent to five (and others) EU member states for refusing to apply the Republic of Kosovo for EU membership (which also represents violations of the same Thaci-Dacic agreement on April 19th 2013).
