Deputy Minister of the Justice Ministry (MD) Vigan Qorrolli, in an interview for Online Economics, said Kosovo institutions every day are collecting materials to document war crimes to indict Serbia for genocide. But that according to him, the genocide indictment cannot be filed because Kosovo is not a member of the International Court of Justice ( And part of the UN.
Corrolled in terms of pre-preparation that the indictment for genocide against Serbia, he said that with the establishment of the Institute for War Crimes would become the collection of facts, which would then lead to the legal drafting of a lawsuit.
He has said that considering that Kosovo is not a member of the GND and the UN is a procedural difficulty to make such a lawsuit, but according to him, preparations have begun and that this will be a medium-term goal.
The end “S has also been established in the Institute for War Crimes, and now in its institutional re-invention, their competence will be the issue of gathering the greatest facts that will then lead to the legal drafting of a lawsuit. You know that since Kosovo is not a member of the International Court of Justice side and statute and is not a member of the UN, it is a procedural difficulty to do the same. But we have started preparations and that this will be a medium-term goal of preparing the lawsuit in the DND. But for the moment that we are not party to the JND statute this is a still premature issue, but certainly the indictment, the commissions, the MD, the Institute for War Crimes, the prime minister's office collects materials and every day works to make the best record of war crimes, and that would lead one day to the presentation of the indictment at GND”, he said.
Annie in this interview also talked about the steps she took The MD to prevent cases of domestic violence and gender-based violence, for which it said that with legislations in power and the harsher punishments, the law-involved institutions would be easier to fight this phenomenon.
The Institute now after its establishment and consolidation will gather all facts which will be depleting facts, then even with judicial authorities and political authorities, Kosovo's government will always prepare documentation. There is no second way in case an indictment is prepared to be filed at the International Court of Justice. The pre-JND legislation is to be the statute and party of the UN. Since we are not as a state then we should wait for the moment when it will happen”, he said.
Deputy Prime Minister Qorrolli said that in the month of October, with the law's entry into force against gender-based violence and domestic violence and the harsher punishments which you see the Criminal Code and the relevant law, now with the police, the Prosecutor and the Court, will have much more likely to fight this tragic phenomenon.
The Ministry of Justice on the side of its competencies has undertaken all actions, and recently in October the law against gender-based violence and domestic violence has entered into force. Kosovo for the first time has a special law that institutionally and legally regulates the issue of gender-based violence and domestic violence. Now together with the penal code that has criminalized it, we're saying domestic violence. With all these legislations which are in force, unifying and harshing the punishments which you see criminal code and the proper law that I mentioned. Institutions which are implementing law in this case, police, prosecution and courts will have much more possible to combat this tragic phenomenon, which continues to occur in Kosovo and generally in almost every other society and domestic violence. We are aiming to let the opinion that gender-based violence, domestic violence have no place in our society” under these sensational campaigns.
Qorroll said that they are aiming to prevent violence through harshness, which, according to him, can be prevented only when people are aware that if they do a work, they will have serious consequences throughout their lives.
And we know that it's problematic to eradicate it completely because they are dynamics that develop, whether within families or within other Societies of our culture. But we are, however, aiming for people who give up their wives or the opposite of women to men, except for the sentences they will receive from competent institutions, or they may not have the right to take on work in the future, and not to develop normal lives and carry legal and consensuss to be strict and biased by law”.
Because with this opportunity alone, we will try or that's interest, that based on legal prevention, and that being aware that if they do a certain act, they will have serious consequences. Which is not only prison, but even after being released from prison, they won't be able to re-integrate into society, but we're saying normally because they have to carry the pass on that issue and just so through the toughening of sentences we've seen the possibility that these people don't feel comfortable in their lives”, he said.
He said that one of the consequences those who cause violence can bear is that after the suffering of punishment, by their new reintegration law, their reintegration will also have to follow the lack of employment, reports EO.
“The consequences are pre-lawed, but one of the consequences or one of the possibilities we've seen so that they don't run for a public office, not have the right to run in public offices. Running into public offices means not only parliament and government, but especially in public administration after suffering the judicial decision, which may be alternative or in prison. We've seen their reintegration have another consequence of their employment in the future because the idea is that they are aware of such societies as ours has been observed that it is not only the solution” prison, he said.
