The European Union's Council of Ministers has approved conclusions through which obligations issued by the agreement on the road to normalisation of reports between Kosovo and Serbia will be included in the European processes of the two countries.
This means that, in the case of Kosovo, the Kosovo Special Group's agenda for normalisation will be updated, while in Serbia's case obligations will be included in membership negotiations between Brussels and Belgrade.
Through consensus, the European Union requires Kosovo and Serbia to engage in trust dialogue and the spirit of compromise to reach a legally binding comprehensive agreement.
It regrets the lack of implementation on both sides and is invited both Pristina and Belgrade to respect and implement all obligations.
This includes establishing the Association of Serb-run municipalities in Kosovo. The council welcomes the willingness of Kosovo and Serbia to accept the draft status submitted by the parties, meaning that further work must be worked on this base”, the approved document says.
Special space in the convoy is dedicated to the security situation in the north. At this level, the Council re-excuses that there is no reason for violence and strongly condemns the May 29th violence, as well as the September 24th attack on Banjska.
From Kosovo and Serbia, it is required to make steady efforts for de-progression, refrain from unilateral and provocative actions that could lead to tensions and violence, and stop divisive rhetoric.
The council again recalls that failure to scale will have consequences. Also confirmed is the European Union's readiness to impose additional measures on Serbia and Kosovo, if necessary.
Referring to measures that are in force towards Kosovo, through the consensus it is acknowledged that Kosovo has taken steps towards meeting some of the requirements, but it is warned that the measures will be removed in the event of further progress in meeting existing requirements.
These coalitions of ministers will also be confirmed by the heads of state and governments of the European Union who will meet on December 14th and 15th. / RTK
