The letter was found in David Kozack's house, and through it he showed that he killed a young man and daughter in a forest near Prague on December 15, six days before the attack at Carl University.
Police have said he has been on the list of 4,000 suspects in the murder of two victims.
Kozak then killed his father, bringing the death toll to 17.
The university attack, on December 21st, has been the most serious shooting attack in Czech history.
Kozak, 24, a university history student, has killed himself after being surrounded by armed police after the attack was carried out.
Local Czech newspaper Denick N reported that the letter was found at Kozaku's house on December 21st on the same day that the attack occurred.
Police have not yet provided information on the motive of the attacks, saying investigations are continuing.
Czech Interior Minister Vit Raquan has asked the mayors of all towns and villages to cancel fireworks for New Year's Eve following the massacre.
Through social networks, he has called on Czechs to mark the night in silence, saying that this is the least the nation can do for people traumatized by murder.
