On December 4th, Dacic underlined President Vucic's statement that he has not signed the Franco-German plan. Dacic said “this means that we do not accept any interpretation that involves the recognition of Kosovo and that there is no entry of Kosovo into the UN”, has written Joseph.
The American professor further adds that Serbia's blockade is limited only to Kosovo's entry into the UN.
He cites Dacic's next statement that “what is good about the OSCE, is that Kosovo can never become a member of the organisation because it requires consensus on that and Serbia will never agree to this”.
Joseph says these Dachie attitudes are clearly opposed to Article 4 of the February Agreement, known as the “Road Agreement to Normalisation”.
