Former ambassador: There has never been a draft of Association, “Zajednica” will create new level of power

Former Kosovo Ambassador to the United Arab Emirates Avni Arifi told him that Kosovo has never had a draft status for forming the Association of Serb majority municipalities. And in 2013 and 2015, it calls it a document on which to create association.

Arifi has considered it harmful to the functioning of Kosovo's citizenship, the establishment of Association, while blaming the Government led by Albin Kurti.

In an interview for Online Economy, the former ambassador has said that with the formation of “Zajdence”, Kosovo will be added to its problems.

Although you do not see it as “bossing” forming the community of municipalities with the Serb majority, Arifi has said he will create a new level of power in Kosovo.

This is the first draft, never after the draft, so it's the first and last. If it's said to be the best, it's true because there's never been one, and if you say it's the worst again it's true because there's never been one. People mixed the papers. We have the basic document of 2013, which is actually only the principles under which the statute would have to be established, then there's the 2015 agreement which has been cast in whole by the Constitutional Court and since then it doesn't exist as a document. No one actually knows that document, and this is the first draft we're facing and it's an excuse for the fear that there's been a draft-state that could go a lot farther than it was supposed to be in all stages of dealing with this”, Arifi said.

The former negotiator has said the main problem will be creating a new power in Kosovo. For this, you see great trouble in implementing such a statute.

“It is a document that I believe that without recognition of Kosovo from Serbia, it will prevent the functioning of Kosovo society from bringing continued problems, it will not solve problems but will increase problems in Kosovo. I believe dynamics and problems will be much bigger. The main problem is that it creates a new level of power, a new political notion in Kosovo politics, and that I am believing Kosovo will have very big trouble implementing such a statute”, Arifi said, as he is set to call Association as “bosing”.

Arifi has said that before the formation of the Association, Kosovo must first clarify its reports with Serbia. On the contrary, there will be obstacles to state functioning.
