Adopted the draft law on the change and fulfillment of the Special Laws on Establishment of Legal Base for the Enforcement of Sublaw Acts by Government and Ministers. The bill before us paves the way for ensuring the principle of law enforcement in the sense of prohibiting arbitrary action of all organs, which can intervene in relations between law subjects only under legal authorization. This is also derived from the Law Rule Control List, released by the Venice Commission, where the commitment of institutions to act on strict compliance with legally defined competencies is specifically determined.

The draft law on Ratification of the Agreement between the Republic of Kosovo and the European Union on Kosovo's participation in the EU Programme “Citizens, Equality, Rights and Values. This EU Programme aims to support and develop open, equal and inclusive societies based on rights and the rule of law.

Inquired of the Parliament on Ratification of the Agreement between the Government of Kosovo, represented by the Ministry of Finance, Labour and Transfers and the Swiss Confederacy Government, represented by the State Secretariat for Economic Affairs for the “Climate Sustainability Project in the Kosovo Water Sector”. This project will strengthen the capacities of national donors and regional water companies to foster a suitable environment for climate change in water service delivery. It also promotes the reduction of unfathomable water, contributes to energy efficiency and renewable energy use.

The draft on the Ratification of the Financial Agreement between the Government of Kosovo and KFE Frankfurt Am Main, for the Solar Energy Programme I. In line with the green energy transition, the agreement between our German Development Bank government includes building a solar plant with capacity installed to 100 Me and about 152 GUIVE production a year. Before its installation, about 150 hectares of the former ash station in the vicinity of Kosovo's thermal power plant will be revived.

Adopted the draft law on changing and fulfilling the Law on Noteria. It addresses issues of the swimming system regarding conditions for exercise of notary duty, conditions of organising the swimming exam, but also strengthening the disciplinary system. These changes regulate aspects of electronic notary service delivery, which facilitates access to these services to citizens and increases the efficiency of notaries.

Adopted the Sport Bill. Through reform in the sports system, this bill aims to create better opportunities for participation in physical and sport activities, to contribute to the elimination of gender, racial and ethnic discrimination, and to the center of the safe environment, which promotes the health and welfare of athletes.

Adopted the road bill.

Adopted the State Border Control Bill, which aims to define rules for control of the state border and police competencies and authorisations concerning border control.

) The Private Security Services Bill, through which specific regulations regarding activities related to private safety, including protection of persons, objects and certain spaces will be determined.

Aprovated the regulation for change and completion of the Order for Duties, Responsibilities and Procedures of the Kosovo Agency Commissions for Comparison and Verification of Property.

Aprovated the regulation for regulations and procedures about the Property Administration and Implementation of the Kosovar Agency's Volunteering and Verging Property Centre. The drafting of this draft regulation concerns the management of property and the fulfillment of the ombudsman's recommendations, which refers to the protection of property rights under the Kosovo Constitution and European and international human rights instruments.

Approcedure for Information Treatment Procedures by the Kosovo Agency for Comparison and Verification of Property. This regulation aims to define the procedures, reporting and informing parties about legal recognition of informal property rights. The main goal of drafting this draft regulation is formal recognition of property rights, acquired prior to March 24th 1999, as a result of an informal transaction -- one that burdens many citizens of the Republic of Kosovo.

The Kosovo Agency's Executive Secretary for Comparison and Verification of Property has been approved. This regulatory draft included acceptance, registration and comparison of original cadastral documents filed before June 1999. So documents that were obtained from Kosovo by Serbian authorities.

Adopted the Traders' Framework for Human Rights in the Republic of Kosovo as an essential part of the Human Rights Programme. Through these indicators, we will assess the compliance of criteria with those of the European Union and the Council of Europe, and enable harmonisation with European and international standards in the field of human rights. This framework of indicators also serves to upgrade and improve national human rights enforcement systems.

Change and complement the National Action Plan 2023-2025 within the Partnership for Open Governance. Following membership in the international Partnership for Open Governance (Open Government Partnership OGP), meeting and changing the Action Plan is also required.

The establishment of the Early Warning Mechanism for the Monitoring of the Migratory Trends. This inter-institution mechanism aims to monitor migration trains and movement after visa liberalisation with the European Union; to collect and analyse data concerning the movement of citizens of the Republic of Kosovo to Schengen area states; and to recommend the company of measures for relevant institutions with the aim of successful management of the process. It functions as a mechanism within the Government Authority for Migration (AQM).

I split 6,103,590.00 euros for the implementation of Mass 2.2 Support for business access to Economic Resurrection Pack finance.

I set aside 4m euros to provide relief assistance from natural disaster/reversions in the Republic of Kosovo in September 2022 and January 2023 in the municipalities of the Republic of Kosovo.

I spent 5m euros on the implementation of Mass 3.7. Support in overcoming the Energy Crisis of the Pack for Economic Resurrection at the Kosovo Energy Efficiency Fund for implementation of projects, which were envisioned in 2023 and 2024.

) approved the height of the amount of financially contributed pensions according to the following formula: The value of basic retirement of age plus annual cofficiency times the number of full years of contributions.

I set aside 36,203,700 euros for contributing pensions, payment for lehona and additions for children, payment of remaining farm subsidies, and payment of remaining obligations for treatment outside public health institutions.

The decision to ask the president of the Republic of Kosovo to grant authorisation to the first Deputy Prime Minister, European Integrations, Development and Dialog, for signing “The No.3 Financial Agreement between the Republic of Kosovo and the European Union for the 2015” Programme. The goal of amending this agreement is to allow the extension of the envisioned deadline for implementation of the projects of this agreement for two additional years.

Overruled the decision to ask the president of the Republic of Kosovo to grant the Justice Minister's authorisation for signing the agreement between the European Union and Kosovo for participation in the Justice programme. Funds and projects for Kosovo will be provided with the aim of supporting judicial co-operation in civil and criminal affairs, co-operation through information technology in justice, training for judges and other legal practitioners, as well as effective access to justice for citizens and businesses.

The initiative was approved for linking the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labour and Transfers and Saudi Development Fund for the Pristina-Mitrovica Magic Project. This project will enable the capital's connection to the town of Vushtrri and Mitrovica through construction and rehabilitation of the second main road, turning it into two lanes of hand-to-hand magistrates on each side.

The approval of the initiative to link the Film Co-production Agreement between the Government of the Republic of Kosovo and the Government of the Republic of Bulgaria. This agreement has particular significance for the two countries' film industry, the Republic of Kosovo and the Republic of Bulgaria, and will contribute to the economic growth of the production and distribution industry, television, videos and new media in both countries.

This change has been made aimed at realising property payment from the Ministry of Culture, Youth and Sports.

Change and complete Final Decision No.11/162 of September 27th 2023 for expropriation for public interest in real estate affected by project implementation: Enhancing the National Centre of Judo” in Pec.

Competing and changing regulations for employee additions in the health sector.

I split 46,110,000 euros for Kosovo Radio Television, which will serve for coverage of expenses from the concert organisation “Rrno for market”.

I share an additional 40m-euro budget for the Ministry of Defense, thus increasing the overall budget for protection to over 200m euros or over 2% of Bruto Product. It has also earmarked 12m euros for the agriculture sector, and another 1.8m euros for KRU Gjakova with the aim of functioning the water supply network in Mamusa and surrounding villages.

Founded the Interinstitutional Working Group for the Prevention and Reporting of Early Marriages in the Roma, Ashkali, and Egyptian Community. The decision was adopted to divide the once 100-euro extension for all children who currently receive additions of children under the existing scheme by December of this year. It doesn't need to be applied for this additional addition. The tools will be passed on to the parents' account, mainly mothers who are benefiting regular additions. There will be special announcements for their execution by the Ministry of Finance, Labour and Transitions.

The decision was adopted for the once additional 100 euros for all beneficiaries of pension schemes for December. Extensions will be executed after regular pensions are executed.
