VV mujka arrested for corruption, gets two salaries illegal

But based on legal interpretation by the Anti-Corruption Agency, the ruling party's official, despite being allowed to exercise two positions, there is no right to payment, in addition to compensation for travel and other related expenses, Koha reports.

Over 3 thousand euros of gross monthly pay is allowed to take over Vetevendosje Movement official Faruk Mujka for the two official positions he holds, as it is not allowed with the Law for Prevention of the Conflict of Interest and the Law for the Salat in the Public Sector.

For the position of company chief “Iber-Lepenc”, in which was named last December, Mujka, based on the data this company forwarded to Time, was paid from 2,500 to 3,000 euros a month. And for the Asamblist in the Municipal Assembly in South Mitrovica, according to the State Treasury, within the Ministry of Finance, 609 euros.
In a legal interpretation of the case, the Agency for Prevention of Corruption said Mujka is not forbidden to exercise two functions, but the Law on Prevention of Conflict of Interest provides pay restrictions for two positions.

“The senior official cannot be a member of more than a public-owned company's management body, public-owned stock society, as well as organs of other public institutions, unless it is provided otherwise expressed by law. The senior official, in the quality of the organ member mentioned in this paragraph, has no right to pay, except for the right to compensate travel spending and other related expenses”, said in an Agency response.

According to Article 23 of the Law on Salaries in the Public Sector, municipal Asamps have only the right to add, if they receive another salary from the budget.

In the Mitrovica municipality, Mojka has received a 5.8 monthly salary since the law's entry into force, while stressing that they have informed the asganists to determine for one salary.

“We have announced that based on the above-mentioned legal provisions, the members of the Municipal Assembly who receive regular salaries from Kosovo budget have the opportunity to determine in one of the options provided by Article 23, paragraphs 4 and 5 of Law No. 08/ L-196 for Salaries in the Public Sector, and that the members of the Municipal Assembly, which receive a regular salary from the Kosovo budget, benefit only the additional, according to paragraph 4. of this article”, said in a response to the South Mitrovica Municipal Assembly Secretary.

Mujka was arrested in July 202350, under suspicion of corruption, while being deputy chairman of the Mitrovica municipality. The Pristina Foundation Court had decided that Faruk Mujka will be protected in freedom.

We remember, Mujka was deputy chairman of Mitrovica, at the time that this municipality was led by Chairman Agim Bahtiri. The mujka was also chairman of the Vetevendosje Movement in Mitrovica.
