The draft association draft, which was recently published by Burim Ramadani, former head of the Kosovar Intelligence Agency, should provide a self-government framework for Serbs within the existing municipal level of local self-government under Kosovo laws mainly in education, health, social protection, financing, donations and similar ones.
The most important areas for the Serbian community, such as education and health, will be arranged as private service providers.
