The Democratic Party of Kosovo (PDK) and the Alliance for the Future of Kosovo (AAK) are concerned as they say about the danger facing the country with the draft Association of Serb-run municipalities proposed by Euro-American diplomats on 21 October.
Although the same has not yet been made public, in the opinion a draft presented by former AKI Chief Inspector Burim Ramadani, which MPs from the two opposition parties say is the original. According to them, there are elements that are problematic for the country and that create a kind of autonomy for Serbs in the north.
MP The PDK, Xhavit Haliti, says of Kosova priss, that government must be careful in this draft and through their remarks to remove the issue of concern for the country, as it says is the preamble emphasis of Resolution 1244.
The expectation of reaching an agreement on the conditions when they are stating they seek Association with executive competencies and we are all against it is a problem to reach agreement. If Western friendly countries are helping to reach the deal, then I am confident that both sides' warning will be considered and there may be new proposals from the EU and the US regarding the statute of Association.
We need to be clear that neither Serbia nor Kosovo can meet all of its demands, whether in terms of association or tomorrow in establishing borders... there are concerns in certain areas, but with negotiating these issues especially with the pre-mature that mentions Resolution 1244 for solution is problematic for us. There are other issues that the government and the experts working on it have prepared and sent to Brussels”, Haliti says.
Most critical of the executive in terms of dialogue and association is AAK deputy Pal Lekaj.
“I think we are in an informative darkness as never before on the issue of the draft state of the Serb majority municipalities' Association. This has not happened at any stage but now they are hiding and trying to smuggle something that is of vital importance to the functioning of the state of Kosovo, and as if everything was okay that draft would be in the hands of MPs. The prime minister has sometimes deceived citizens about his actions, and especially parliament has left him in the dark because of what he is willing to sign all that falls at the table and has come up with a cause that Zajednica does not exceed”, Lekaj claims.
On the other hand, Kosovo's first Deputy Prime Minister, Besnik Bislimi, at the same time chief negotiator for dialogue with Serbia, has said on Friday that concerns raised that an autonomy is developing for Serbs in the north through association are of individuals who are distributing drafts and not of the government.
“The concerns for (authonomi) are of individuals distributing drafts. We don't work with worries and we work with tests. Moreover, the constitutionality of the draft sent by our international friends confirms the Constitutional Court, nor analysts in the studio nor politicians. It is people who receive monthly salaries to assess the constitutionality of documents reserved to them”, Bislim said.
Deputy Prime Minister Besnik Bislimi in Brussels has met with European Union envoy (BE) for Kosovo-Serbia dialogue Miroslav Lajcak, but not the chief of the so-called Office for Kosovo, Petar Petkov. /kp/
