Kosovo Prime Minister Albin Kurti has said it is not he who should publish the draft state of the Serb majority municipalities' association. According to him, the European mediator should do this.
Western officials' proposal for formation of the Association of Serb majority municipalities in Kosovo has been introduced to Kurti and Serbian President Aleksandar Vuciq, on 21 October by representatives of the United States (SHBA), the European Union (BE), France, Germany and Italy.
“Now belongs to the mediator [ The EU], it is up to the European mediator to make the draft public, and that is why I cannot publicize my remarks and criticism. Believe there are various acts that I long to commit violations of the process and procedures, and this would harm representation of the Republic of Kosovo. As for me, let me publish the draft, so that the way to publish our reviews and criticisms, Kurti said before reporters Friday in Pristina.
Kurti reiterated that on 26 October, at the meeting in Brussels with European leaders, he has expressed readiness to sign “Patata, not one of the” texts, which he put into first implies the Basic Agreement, the Implementation Annex, and then the draft-state.

According to Kurti, by refusing the signing, Serbia wants no association for Kosovo Serbs, but “against Kosovo”.
