In this case, accused of misusing official office are former Infrastructure Minister Paul Lekaj, Eset Berisha, Paul Lekaj's senior political adviser, Nefrej Shatri, former Secretary-General at the Ministry of Infrastructure (MI), as well as Besim Tahiri, director of Public Procurement in the ministry.

Otherwise, at the September 29th 2023 session, the witness's quality was heard, former Prime Minister Ramush Haradinaj and former Prime Minister Lekaj's cabinet chief, witness Silver Zamenaj.
