The suspicious conspiracy of Luan Dalip in the MDA

Chief of Staff at the Office of the Prime Minister, Luan Dalip, during the year 2021 along with government duties, also performed in private business. A total of 6 thousand euros are the annual revenues Dalipi has conducted as consultant at the Management Development Associations (MDA) company in Pristina.
These inbounds, Dalip declared them in Anti-Corruption Agency in the case of wealth statements, but he has not shown the jobs he has performed during this time in the MDA and the projects he has been engaged in.
The Economic Bulletin for nearly a year in a row has asked the Anti-Corruption Agency for the possibility of conflict of interest in the case, but has not yet received an answer.
Despite the insistence of the Economic Bulletin, Dalipi himself has not clarified the case. He has declined to explain to the public whether the jobs committed in the SDA conflict with the Law on Conflict of Interest, taking into account the fact that this company is known for contracts with the government.
The same clarifications have not been provided by the MDA company.
Moreover, Dalipi is co-founder of the SDA and has been acting in this firm until 2017.
The Law on Conflict of Interest has special provisions for senior officials, who before being appointed to public office, have been executives of private businesses.
Thus, Article 15 points 6 succinctly states: “during the time when the rights for management and direction of the company have been transferred to the trusted person, the high official has no right to represent business, state for business, provide information, instructions, commands, or exercise influence in any other way, to stay in relation to the person trusted so that the high official can have an impact on the realisation of rights and the fulfillment of duties that emerge from such management and management of” companies.
While Article 13, it is said that “the company in which the senior official owns or parts of property, led by the trusted or relative person, has no right to contract or benefit assistance from central or local institutions, in which the senior official exercises public duties”.
What is not yet known, however, is the time when Dalip performed such work in the stock business until 2017. He has been appointed as Chief of Staff in Prime Minister on April 1, 2021. It is also not known if during this period, the MDA company has obtained any contracts with the government of Kosovo, which could conflict with Article 13 of the Conflict of Interest Law.
