Analyst Daniel Serwer has stated that the latest version of the Franco-German plan for normalising Kosovo-Serbia relations, in which, as he says, is included more details about the reforming of the Serb community's life in Kosovo, but it is not mentioned the recognition of Kosovo by the five EU states nor the issue of the Albanian community's rights in Serbia.
Serwer stressed that the latest version of this plan is a “opened to the right direction” if it is fully implemented, but there are disputed “state” and flaws.
Professor from John Hopkins University in Washington added that in Article 7, both sides are reportedly committed to reaching concrete agreements, in line with relevant instruments of the Council of Europe and using existing European experiences “to ensure a proper level of self-government for the Serb community in Kosovo and access to services for Kosovo”, as it was said, in certain areas including the possibility of financial assistance from Serbia and direct communication channels between the Serb community and the Kosovo government, Kankosova broadcast.
In part of that scripture published by Cerwer, the parties will reportedly formalise the status of the Serbian Orthodox Church in Kosovo and provide a high level of protection of Serbian religious and cultural heritage, in line with existing European models.
He said one of the shortcomings is that the first paragraph does not mention Kosovo's constitution as the basis for the cited “concrete Accession” and that reciprocity within Serbia is not required for the Albanian community.
