Serwer: Association to be founded only if agreement is concluded with Serbia

Such a goal of Kosovo is welcomed by Western states, especially by representatives of many EU member states that openly stress that the future of the Western Balkans is in the European family and that the latter is not complete without the 6th.
However, the EU is not expected to accept within it states that have not yet resolved differences between themselves, as it has done with Cyprus, for which the dispute between Turkey and Greece still remains unresolved.

Now when there is increased attention of the international community to resolve this issue, it seems that the whole process has stalled on a Kosovo pledge it had made in Brussels in 2013 and 2015 that concerns establishing an Association of Serb Majorities, which they are reluctant to meet.

Days ago, the EU's emissary for Kosovo-Serbia dialogue, Miroslav Lajcak, in an interview in Rubik in Kosovo's Klan, said the country must not be afraid of association, as, as he put it, its statute will accompany Kosovo.
Even Serwer says that jeopardising the functioning of the state of Kosovo will depend on the mandate and functions that will be granted to the Association.
“Kurti is rejecting it because he sees it as a threat to Kosovo's sovereignty and territorial integrity. If the association impedes the normal functioning of Kosovo's state it will depend on its mandate and operation”, the American analyst said.
Serwer also says that if Serbia recognises independence and Kosovo and establishes diplomatic and neighbourly relations with it, “Association would be less dangerous”.
“I would not like to see [the association] used to steer the way for dialogue with Serbia ) just to conclude a final agreement with him”, Serwer adds.
Prime Minister Albin Kurti has also been declared on this line. He insists that the association should not be at the heart of the agreement with Serbia, but at the centre should be mutual recognition.
