Serwer: Association recently added to European plan

Associaconi, according to “Der Standard”, has not been in the first draft of the proposal, but has only recently been added, and, as the text says, through a concession the QUINT has made to the Serbian government.
American professor Daniel Serwer says this Belgrade association requires “to exercise control”.
Serwer has a clear criticism of association in relation to this European plan. According to him, this proposal does not refer to the Kosovo Constitution as a basis.
Also, he says, the Franco-German proposal does not envision the Association of Albanian Communists within Serbia, respectively, for the Presevo Valley.
The other problem within this plan is that five EU countries continue not to recognise Kosovo's independence.
Nor does Serwer see through this plan Kosovo pave the way to membership in the United Nations Organisation, unlike the 1972 German-German solution.
Pressure on Kosovo, Serwer sees it easy, in the sense that it is a state that has no choice but to follow the European and NATO path.
