THE only real end of this conflict is mutual recognition of sovereignty and territorial integrity. Anything less than this is a temporary phase”, Serwer said in a conversation about the Gazette Express.

Special Adviser Derek Chollet's arrival in Pristina and Belgrade, his countrymen are seeing as a message the State Department is sending that he is concerned about events in the Balkans.

“Derek holds the Balkan portfolio on behalf of the Secretary of State. His visit is a signal that the State Department's highest levels are concerned about the Balkans and want to lead the EU-led dialogue to a successful end of”, says Cerer.

Among the most important statements Chollet made in the two capitals, Serwer underlined his request to Kosovo for the establishment of the Association of Serb-dominated municipalities, which must not be out of the country's Constitutional framework.

His insistence on the association being based on the Kosovo Constitution is important. This has not always been clear in previous American statements. However, I see little prospect of his creation except in the context of mutual recognition. If Serbia openly recognises Kosovo's sovereignty and territorial integrity and the association is created in accordance with Kosovo's constitution, then I see much less danger of it becoming Republika Srpska”.

While in Belgrade, Cholett repeatedly underlined US-Serbia relations and the possibility of their advancement in 2023. But in this report between them, Kosovo has a key role. The special adviser directly said that if the Kosovo issue remains unresolved and if it brings crisis, it would prevent deeper co-operation between the US and Serbia.

John Hopkins's professor sees this as a warning to Serbia, but says if punishment for its inconstruction in the dialogue is only the non-inflammation of US-Serbia relations, Vucinqi will not be too late.

It's clearly a warning, but it's not clear what's at stake. If it's only a deeper “ ” co-operation, I doubt Vuccikit will be interested. It is highly tiling in the direction of Moscow and Beijing internationally and towards autocratia within the country”.

Will Kosovo- Serbia's arrival of an American official on this level, according to Serwer.

I don't know. President Vuciq seems unwilling to discuss the Franco-German proposal, which appears to be a temporary phase but is clearly aimed at eventual recognition. Prime Minister Kurti doesn't want to discuss anything else. Envoy Lajcak and Escobar must understand whether there is a “zone of possible agreement”. I have my doubts, but I hope they succeed and find it.
