MMPHI as a contractor did not force him to lay the 4cm asphalt layer. Through one commission, he accepted his job and paid his money 20 percent more than the value of the contract.

That little space that has been asphalted in the past year is out of standards to guarantee the life expectancy and efficiency of public funds spending to this end. The Ministry of Infrastructure has officially confirmed this.

Ministry laboratory confirms paved asphalt is off limits

MMPHI has contracted a laboratory that conducts the examination of building materials and constructions, called IMK “Balkan Project” shpk.

In each project, ministry officials go to work together with the laboratory and see whether the established construction material is a set of standards and contracts. They have done so with asphalt, which has been spread for years in summer.

Why was the eroded part not asphaltd?

In early July 2019, the Ministry of Infrastructure had signed a framework contract for three years called “the routine and winter maintenance of the A7 auto (Ibrahim Rugova) and A6, from the A7 A6 crossroads to the joint in Konjuh, as well as the National N9” route.

The contract has been divided into two tears.

The second part was won by the group of companies “Damstation Project Project & Via Engineering& Urban”, worth 3,500,654,70 euros. Lot 2 is about maintenance: The Bessy-Gugyca Department, the crossroad of A7/A6 to Konjuh and the key to N2 national route.

The contract was due until the end of July 2022. So the road was eroded by companies “Damstation Project Project & Via Engineering& Urban”

The intervention for this position was preceded at 1200m2 at a price of 14,400 euros. 99 thousand euros was meant to be cleaned up and washed at least 2 times a year of district space for 165km, which amounted to 600 euros per cent. Most of the positions had a price of 10 cents.

Periscope It has requested access to payments conducted in each position, but the MMPH has provided paid blanco figures, without knowing which position they were committed.

Based on these payments made, it is seen that about 700 thousand euros have been paid more than the total value of the contract.

In 2019 it was paid 741, 378 euros.

2020: 959, 508 euros

In 2021:1, 972, 846 euros

In 2022: 525, 692 euros

While the value of the signed contract has been 3.5m euros, ministry paid around 4.2m eurosOr the contract has increased by about 20 percent.

However, based on the contract Periscope saw, MMPHI had long seen it grow to 30 percent. The contract, however, provided that it can be executed and that among 30 percent of the total value.

A technical admission was made along the way

Periscope has found that the Ministry of Infrastructure has issued references for the work done, for the company “Demastion Project” on the date 03.03.22 , for the performance of the works, without the contract being finalised and no contract positions were completed. Reference to Public Procure Law - The LPP on which public contracts are being realised, the ministry has set cross-border criteria, contrary to the LPP, when it mentioned the term "References."

Durmish sought investigation
