U.S. returns agreement efforts on the basis of German-fraranto plan

The United States of America has refocused the discours to Kosovo's big deal after developments in the north, which for many was a situation that could trigger a conflict. Derek Chollet, special adviser to the U.S. State Department, has managed to turn the focus on the major Kosovo-Serbia agreement, with his visit to the two capitals following tensions that emerged in the northern part of the country.

Accompanied by Assistant Secretary of the United States for European and Eurasian Affairs Gabriel Escobar, Deputy Secretary of Defence for European Policy and NATO Spencer Boyer, Cholet spoke in both countries about the meetings, but the main messages, however, revealed them in an interview for the “Financial Times”, which was completed in Pristina.

Before I talk about the German Franco plan and what is intended to be achieved, Chollet said they don't want crises every week anymore, but explained that one of the reasons they want agreement is the removal of the influence Russia has on Serbia.

According to Chollet, the plan envisions that Pristina and Belgrade reach an agreement based on the plan presented by France and Germany that would etably respect for jurisdictions from both countries and aspirations for membership in the European Union.

I think we can reach one middle, otherwise we wouldn't invest like we did” he said.

The US diplomat, at the rank of undersecretary, agrees that the agreement is reachable, but according to the FT has refused to set any time frame for reaching the agreement.

In his address, ahead of Kosovo journalists at the US Embassy in Pristina, Cholet has said the agreement is aimed at mutual recognition, but in the FT interview it has explained that the road ahead is based on step-by-step approach.

The FT broadcasting the diplomat's statements writes that the first step for the two countries would be to normalise reports between Kosovo and Serbia without fully knowing each other.

“S at least, as an initial step, this is the way we can put Kosovo on the Euro-Atlantic road we want to see” he has said.

To achieve this, both sides must show a will to compromise, Cholet has said.

“While Serbs must accept a level of sovereignty, Kosovo must grant its Serbian citizens greater autonomy, apart from an association for Serb majority municipalities in the north of the country” writes FT.

About the association, the newspaper writes, Cholet let Kurt know there is a great emergency.

“They understand the importance of this” has said Cholet.

The American diplomat in his conversation with Kosovo journalists stressed that events in the north of recent weeks have made the creation of association urgent.

President Osmani, who hosted her in her office Wednesday after the US delegation came out with a statement saying Kosovo is ready to deliver proposals that help reach the agreement.

Kosovo is ready to continue, with full commitment, to be a constructive party, co-ordinated with the US, making proposals that contribute to reaching such an accord”, President Osmani said.

However, it is not known whether Osman was referring to proposals that the states of the QUINT want Kosovo to do for association.

In the news on the media being made by the Prime Minister's Office after the meeting with Cholles, no details were provided.

There only “stressed the need for active and constructive commitment in dialogue and for intensifying efforts towards full normalisation of relations between Kosovo and Serbia with mutual recognition at centre”.

The prime minister was more open when he went to Austria. There he said that the topic of association that Americans are persistently seeking can be addressed within the final agreement.

Kurti continues to say that the association an ethnic is not in the spirit of the Constitution, while his associates say Kosovo will allow the formation of Zajednica.

Meanwhile, when Kurti in Vienna yesterday addressed the audience at the Diplomatic Academy, he said Serbia intends to delay reaching agreement in the hope that in 2024 there will be another president at the White House. Kurti insists that March is the time when the agreement should be reached, but Cholet did not mention deadlines either for the agreement or for association that Serbia emphasises will start forming by January.

Otherwise, the Kosovo and Serbian sides continue to issue various statements about the content of the German franc.

Deputy Prime Minister Bislimi in a long media interview in Serbia says the Franco-German plan of “supports Serbia's stance that currently scans conditions for mutual recognition”.

But Vuciq insists that there is both recognition and seating in the United Nations for Kosovo, but according to him these are red lines and that “Serbia refuses to talk about these things”

“We don't want to talk about this, and it's an integral part of the plan, about everything else well, I'm not saying we're going to accept it, but we can talk about what we can get, what others can get”, Vuciq stressed.

Vuciq has also mentioned a meeting that, according to him, will take place on January 20th with Slovak emissary Miroslav Lajcak, who has called it a big meeting, while now it is not known whether a trip to the region of Macron and Sholz councillors will take place, much less for a meeting of Kurti-Vuciq in Brussels
