Rasp: I don't think Association poses danger to the country's sovereignty

Minister for Communities and Return in Kurti Government Nenad Rassic said the foundation of the Association does not endanger the country's sovereignty, as the agreement is envisioned to be in line with Kosovo's laws and Constitution. “There is space where I consider possible negotiation, space is certainly from the political form imposed [...]
There is space where I consider it possible to negotiate, space is certainly from the political form imposed on association, to the form of understanding or reading of the document that might be called the proposal, or analysis at the Constitutional Court. I still say that I see no danger as regards sovereignty, because at the second point in the 2015 agreement, it writes that this agreement will be in harmony with the Constitution and the laws of Kosovo. So, what is said to be within the legal framework, I don't see it as a problem” said Rassic in Rubik's Kosovo Clan.
He added that there are spaces for changing the model of association.
“I can understand the prime minister for rejection in such form, but there are forms and spaces where it can be proposed, where it can be changed, for example. What I would have changed, I wouldn't have called it Zajednica, I called it the municipal group for example. I know that there is a multi-year resistance to Zajednica and to us in the Balkans if any idea turns up early has long been criticized, becoming critical of losing the weight he had at the beginning of”, Rassic said.
The minister added that with the laws in power, association cannot have executive competencies, so there is no burden.
There's no weight from the technical aspect of the Association, there's no point, that you have those powers which are passed by the laws in power, where you have the mayors. The association is an additional organ that is monitoring, but it can't influence and be something with any executive form is just duplication of organs, so there is no space in the legislation in Kosovo for the third level of governance. That's why technically this demand doesn't make sense, but is imposed by the political spectrum”, Rassic said.
