“With recognition, states enjoy the right to establish diplomatic relations with other states as happened on July 21st. A few weeks after the official recognition of Kosovo's independence, I had signed the agreement on diplomatic relations between the two states in Pristina, along with Togo's foreign minister. Hoxhaj later wrote that “When a state on the bilatheral plains attracts recognition of independence and sovereignty, like Togo yesterday, making political decision, conveying a written approach through verbal note and releasing public communiqués in Belgrade, is a heart attack on the international position of our state and a major scandal of Kosovo's failed foreign policy”.
