MPJD: S naught has been voted against and Kosovo's membership in Council of Europe failed

The membership of the Republic of Kosovo in the Council of Europe has not been voted against and failed. On the contrary, significant progress has been made since May 12th 2022 along the membership process. In September 2022, the Secretariat of the Council of Europe itself has been granted legal interpretation on the application of the Republic of Kosovo, which clearly confirms there is no legal obstacle to the membership of the Republic of Kosovo as a full member of the Council of Europe”.
“From the joint lobbie with the Kosovo Republic Parliament delegation to the Parliamentary Assembly of the Council of Europe, for the first time in our history the right to the Kosovo Republic delegation has been secured, and that right has been used along the autumn session of Parliamentary Assembly”.
It is also known that the ministry before the application is submitted has been co-ordinated with all international partners.
Before submitting the application, the Ministry of Foreign Affairs and Diasporas has been co-ordinated with all international partners, and along the continuous lobe has provided broad support to overcome the first phase of the membership process. This situation has also resulted in concrete engagement of a number of support member states to overcome obstacles along this membership process. However, the MPJD has clarified the three phases of the KiE membership vote while Kosovo is in the first phase.
It is important to clarify that there are three phases of a country's membership vote in the Council of Europe. In the first phase, the Committee of Ministers begins the membership procedure. In the second phase, the Parliamentary Assembly of the Council of Europe sets relevant standards and gives the recommendation for membership. In the third phase, the Committee of Ministers decides after the opinion of the Parliamentary Assembly of the Council of Europe”.
“The application of the Republic of Kosovo is in the first phase. More precisely, at this stage, the Committee of Ministers should seek the opinion of the Parliamentary Assembly of the Council of Europe. At this first phase of the decision in the Committee of Ministers, there is no definition of standards for starting membership. Consequently, any possible condition at this stage would be against the Council of Europe's Statut, membership practices and values of the organisation”, said in the statement.
