MPJD ignores Kurt's decision, buys unknown cars

The ministry, which is led by Donika Grovalla Schwarz, bought five cars for the needs of diplomatic services, even though none of the diplomatic missions had applied for their purchase.

Based on several documents Kiks Kosova has obtained, the moment the MPJD had launched the auto purchase procedures, the secretary's office of this ministry had requested from the transport office a special list of cars available to the Diplomatic Services and if there was any demand for car equipment.
Communication between these offices was developed on December 3rd, where an hour after the request, the MPJD secretary's office, would be announced by the responsibility for transport for the exact number of cars, be they amortized or in office, and would stress the need that none of the diplomatic missions had requested cars.
But despite that, 5 cars worth 156 thousand and 176 euros were purchased, even if procedures for them were not closed in the following months.
In another communication between MPJD and the official for admission from the IT and Logistic Division, Samedin Thaqi, in March 2022, was questioned and the fact that cars were accepted.
As an official for accession, Thaci asked the Ministry for clarification on who had made their admission, since even though he was a responsible official, he had never seen them.
Asked by Kiksi who made their admission, the Ministry of Foreign Affairs and Diaspora has said briefly: The “Vutures are initially accepted by the Embassy of the Republic of Kosovo in Croatia. ”
History deepens and becomes even more unclear about the fact that it is not specified in which embassies or consulates have gone to these cars.
In some domestic communications during the purchase time, the officer in charge had listed the 6 embassies of 4 consulates, which were of priority to supply cars.
The email pointed out that the top MKDs had to be equipped with better type of cars like Audi, Passes, Peugeots or Citroen.
However, MPJD has answered briefly the question of where the cars went, saying: “The cars are exploited by the Kosovo Republic's Diplomatic and Consulial Missions in various European countries. ”
But during the time the procedures and purchase of these cars in Kosovo were in effect two decisions banning the purchase of cars for state institutions.
The first decision was made by former Prime Minister Avdullah Hoti, and dates October 19th 2020, which prevented formal car purchase procedures from ministries and agencies depending on them.
In addition to buying, the decision prohibited car procurement even if they were under way.
Among other things, the decision imposed the Ministry of Internal Affairs that within a week after strengthening the decision to draft and submit for approval the plan to inventory official cars and then distribute them to the institutions they need.
