He had a self-inflicted gunshot wound and was declared dead at the scene, said LA County Sheriff Robert Luna, the BBC reported.
Lunar New Year's festivities were under way in Monterey Park, California, known for the large Asian population.
The police don't know the motive yet.
Another 10 people were injured in the shooting and seven are still in hospital, some in critical condition, the sheriff said at a news conference Sunday afternoon in Monterey Park.
