A week ago, through the E-procure system, the MMPHI made contract recognition for the tender “National Road Enlargement N25, Pristina-Bessi Podujevo, Lota 0.1.2, 3 and Lot 5” structures.
As it turns out, this high - value project is divided into five (part) tears, which will survive even more contracts.

It has been found that a criteria are manipulative, or have been adapted to any particular company, and it is contrary to the Public Procurement Law, which envisions that the contracting authority should not execute any aspect of procurement activity in a way that reduces or eliminates competition between economic operators or that discriminates against or in good or harms on one or more economic operators.
At technical and professional capacity, the ministry has predicted that: “1. This type of restriction has never been seen in high - value work contracts.

Although the tender will be open until February 15th for bidding, it is certain that no company has been competing so far. The questions are that most of them will seek, or have requested additional clarifications on this criteria.
Periscope is examining other criteria set there, and there is uncertainty on the machine list, where many of the same machines for a tear are seen to be sought, which is unnecessary.
