“We also agreed that all past dialogue agreements should be implemented fully”, he wrote.

My philosophy is that I've always been against creating something that's never been proven before. Not all have worked well in the Balkans. My philosophy is to draw the region closer to the EU. Make sure everything we propose is based on existing and functioning models. It's not that we mechanically take a model and bring it here. We see what works, come to create a model that best responds to Kosovo's conditions, but by making sure it works in other EU countries and not be intimidated by something that works in other European countries.
