This year, budgetary divisions were reviewed by special procedure in relation to other bills, reports the “Bet on Justice”.

Commenting on the handling of the draft draft on the annual budget sharings on the Parliament was the inclusion of all parliamentary commissions for his review, in terms of their positions and supervisory responsibilities.

Parliamentary commissions reviewed the budget according to the areas it covers. In this review, relevant ministries and other representatives of budget organisations participated. Such treatment with preliminary regulations has only been in the will of relevant commissions.
At the meeting, held on November 23, 2022, the budget for justice institutions was considered on the Commission for Legislation.

Attending this meeting were: Albulen Haxhiu, Justice Minister Avni Mehmeti of the Kosovo Judiciary Council ( KDP), Hakki Gecaj from the Kosovo Prosecutorial Council (KPK), Yll Buleskaj from the Agency for Prevention of Corruption (APK) and Enver Fejzullah from the Academy of Justice (AD).

Justice Minister Albulen Haxhiu did not submit additional budgetary requirements, saying they were addressed during communication with the Ministry of Finance, Labour and Transfers (MFPT).

While, Avni Mehmeti, by KDK, stressed that the budget approved by the Government does not match budgetary requirements that are regularly extended to the MPPT.

In terms of non-approval of budget under requirements MPPT's remarks presented Haki Gecaj from the KKP, under which the proposed budget does not meet KP's needs and goals.

Even Yll Buleskaj from the APK submitted the demands of the institution he is running, saying that in the following year, the drafting of the integrity plan for all institutions, including public enterprises, is envisioned. Government budget planning does not meet KP needs and objectives, for this reason he added that the Assembly should approve for 2023, 15 new positions and increase the budget for 149,000 and 300 euros.

Finally, Enver Feyzullah from the Justice Academy presented his concerns about the budget, under which budgetary means planned on the part of the government will not meet needs and will be impossible to exercise the full mandate of the AD.

According to statements at this meeting, all representatives of justice institutions reiterated the same requirements, with the sums required prior to the adoption of the government budget on 28 October 2022.

Are budgetary requirements from the Kosovo Assembly addressed?

Budgetary divisions have already entered into force. According to these divisions, it turns out that the Parliament has failed to address or accept the demands of justice institutions, despite the fact that with the new rule of the Parliament, it has been enabled.

According to the report on amendments to the Business Divisions Bill for 2023, reviewed and approved by the Commission for Business, Work and Transference, it is clear that the Commission's proposals regarding the increase of 90 thousand euros in legislation for the country's EUR (MK). The APK and 100,000 euros for AD have been prosecuted in the plenary hearing without the backing of the Functional Commission.

The Commission for Legissation had made no other amendments to the additional KDP and KKP budgets.
The Assembly did not approve of amendments No. 93 and 94 proposed by the Commission for Legislation.

Sixty-six (66) MPs participated in the vote: FOR 6 votes, 56 KUNDPS and 3 ABSTENATION. So the amendments did not pass.

According to budgetary signs, it turns out the budget remains the same for all justice institutions. Kosovo's Prosecutorial Council will have 15,913,983 euros, the Kosovo Judicial Council will have 34,155,572 $, the Agency for Prevention of Corruption will have 557,844 shit in the Justice Academy 892,367.

Such a budget will be in effect until another moment, when it will be reviewed in June 2023.
