DAS: Attitude for Association is clear, cannot comment on diplomatic correspondence

The US State Department cannot comment on the alleged diplomatic correspondence, but the American position regarding the Serb Community of Communities in Kosovo is clear, said the response to the Voice of America, regarding the writing of specific Serbian media for allegedly blockades for Kosovo's membership in the Council of Europe [...]
Currently, Euronews Serbia has reported and several media have reported that the foreign affairs ministries of some European countries, which are members of the Council of Europe, have received a note from the American embassies in which Washington reportedly considers that the question of Kosovo's membership in the Council of Europe should not be raised on the agenda of the Council of Europe's Committee of Ministers.
It is also said that the United States demands that the issue of Kosovo's membership in the Council of Europe not be put in order days until, as it was told, Kosovo adopts a more constructive approach for the Serb majority community of municipalities, which, it is said further, would pave the way for the proposal of the basic agreement between Belgrade and Pristina.
The State Department, in its response to the Voice of America, points out that the American stance is clear.
“Sic stressed in yesterday's joint text adviser Derek Chole and Deputy Assistant Secretary of State Gabriel Escobar now is the time to create a Serb majority municipality of municipalities”, the State Department's response to the Voice of America says.
Otherwise, the two American officials in a joint text published Monday have stressed that meeting Kosovo's obligation to establish a Serb majority municipality does not violate the Kosovo Constitution, nor does it threaten sovereignty, independence or democratic institutions.
State Department adviser Schole and US Special Envoy for the Western Balkans Escobar write that they are “specifically against” creating any entity that would resemble Republika Srpska.
The international Union does not seek to impose a solution. Instead, we ask Kosovo to offer its vision to the Community, and we are willing to offer political expertise and support to ensure that it functions in the best interest of all Kosovo residents. ” according to Shole and Escobar text.
In an interview for Voice of America, US administration representative Escobar has spoken of the founding of the Serbian Communists Association, which said it would be formed, as he said, with or without Kosovo Prime Minister Albin Kurtiʹ, specifying that the state and the Kosovo government have already agreed on it.
Also, in a recent interview for Voice of America, US Assistant Secretary of State for Europe and Eurasia Karen Donfreed said Kosovo and Serbia should make difficult decisions and that the US and the EU want to help and support this.
“The US and the European Union are not trying to impose a solution to relations between Kosovo and Serbia, but to help them make difficult decisions. They are trying to be forces that will bring positive changes to Kosovo and Serbia. If before I took over this task, they had asked if Russia would launch a major attack on Ukraine, my answer would be no and I would be mistaken. It is so difficult to predict the future,” said Donfreed in an interview for the Voice of America in Albanian.
In recent weeks, diplomatic initiative intensified as part of the European Union and the United States' efforts to intensify dialogue between the two sides and promote the integration process.
Dialogue between Kosovo and Serbia -- a process of very variable performance -- slowed, especially during the year 2022 a period marked by Russia's attack and military aggression on its closest neighbour, Ukraine.
Talks between the two sides, which must end with a legally binding agreement on normalisation of relations, are marked by several crises in 2022.
They were resolved with the commitment of international partners, mainly mediators in the dialogue -- the European Union and the United States.
