From this association, they say the tax rate was raised after re-evaluating property from the relevant Department of Finance and Transferences, based on market prices.
After citizens' reactions to the increase in property tax prices, we need to clarify that this increase does not come from the Comunas.
The property tax bill contains two elements on which the amount of this fee is determined:
Property value per square metre (m/2) which is determined by the Ministry of Finance and Transfers (The Property Tax Department) and
Tax rate defined by the Communists.
Based on Law provisions in force for Taxation in the Paluate Property
“Autority competent for implementing the evaluation procedure is the Finance Ministry, which defines the areas of values, values levels and the estimated value of real estate that are within the territory of municipalities. The real estate assessment is carried out in accordance with the rules and procedures envisioned in this Law and in the sublaw the Ministry of Finance's provision for the categories of values, methods and rating models”.
From here on, it is worth explaining that the municipalities have not raised the tax rate, but it has become re-evaluating property from the relevant Department of Finance and Transfers, and in this case the value of property based on market prices has increased.
So the price of the Property Tax bill is calculated to multiply the value of property by the tax rate.
Thus, with the increase in property prices (without even rising tax rates from the Comunas) the value of the Property Tax bill has been automatically increased.
What is dependent on the municipalities has no change because they remain committed not to taking up tax values for citizens at this time, especially at this time of economic crisis and the constant growth of most articles.
In this case, the Kosovo Communists Association once again requires that as soon as it is processed in the Parliament, the new Property Tax Law, where the current tax rate is required to be lowered below 0.15%”.
