He has made those statements after the meeting he held with Serbian Foreign Minister Ivica Dacic in Brussels.
Borrell has referred to Vuciqi's statement before the nation, in which he said foreign diplomats have told him that if he does not accept the EU plan, Serbia will face a deadlock in European integration, investment ban and inclusive measures, in a political and economic sense.
The Serbian president has also said that this EU plan, supported by Germany, France and the United States, is the new negotiating framework for Serbia.
Vuciq: European plan is new negotiating framework for Serbia
The EU proposal, also known in public as the Franco-German plan, has been handed over to the parties at the end of the summer, but its contents have not been made public.
Radio Europe has had access to a version of it, where there is no mention of mutual recognition between the two countries, but their commitment not to hinder each other from integration processes.
According to the EU, Borell has again demanded that Kosovo and Serbia engage constructively in the EU proposal.
He (Dacic) was positively informed of President Vuciq's public appearance on the issue during yesterday's day. The high representative further underlined the importance of both sides implementing overall all remaining obligations from the dialogue, including that for the Association of Serb majority municipalities“, is said among other things in the communiqué issued by the European bloc.
Kosovo and Serbia have reached agreement on Association in 2013 and later 2015 on principles for its establishment.
But in 2015, the Constitutional Court of Kosovo has found that the agreement is not in full harmony with the Constitution.
Serbia wants Kosovo to implement the agreements reached, but the Kosovo government has been declared against a single-ethnic association.
Hill: Association, obligation issued by Brussels Agreement
Borrell is said to have talked with the chief of Serbian diplomacy even about the importance of adopting Serbia's foreign policy with that of the EU, following Russia's war in Ukraine.
Dacic, on the other hand, has been quoted as saying that Serbia's positions on this issue concern Serbia's interests and Russia's support to the United Nations in terms of Kosovo.
“I reiterated that it is not about value judgment when it comes to what happens in Ukraine, about reports between Russia and Ukraine, but it is about the reflection this issue has on our integrity and territorial sovereignty and our position in international organisations and institutions, more precisely our reports with countries supporting our position when it comes to Kosovo at the UN. Among other countries is Russia“, Dacic was quoted as saying in Brussels.
Serbia is the only country in the Western Balkans that has not joined EU sanctions on Russia for the war launched in Ukraine in February last year. /rel
