Commenting on Tuesday's meeting of the executive leader with the heads of municipalities, Ibrahimi told the Online Economy, that it is a good opportunity to discuss the challenges, concerns of municipalities, and finding ways to solve problems.
He said that how the association will have the role of the steward how many prime ministers and ministers who have been present at the meeting will implement the pledges provided.
At the invitation of Prime Minister Albin Kurti, the joint meeting was held with several government ministers, prime minister and mayors. These meetings are welcome and more than good than income and necessary in order to discuss the challenges, worries of municipalities, and finding ways to solve problems. We as the Association of Kosovo municipalities, AKK Chairman Agim Aliu, respectively, have raised concerns, challenges and sorrows of municipalities and municipalities at that meeting. We as association will also have the caretaker role, rather than the prime minister and ministers who have been present there will be applying their pledges to”, he said.
He said it became clear at the meeting there is unfair budget division for capital investments for municipalities.
It even expects more genuine cooperation on the part of the government as far as drafting and fulfilling law change is concerned.
A key concern among the mayors is the non-direct separation of the budget for capital investments by financial means coming from the Government of Kosovo. One of the issues that has been raised is the Fourth Grand because it connects with the non-direct division, which is assessed by the mayors of financial means for capital investment in municipalities. We think the last moment has come that the 4th grant for capital investments will be established”.
The “has been called on to have closer, more sincere co-operation and hope that all the promises given from the central level will be fulfilled. We are in 2023 awaiting the legislative strategy, which is drafted by the Government and then we will be in working groups. We are hoping that this year's law on public enterprises will be amended because there is sorrow from the mayors. The law on local finances, which is the main pillar of local finance. The public procurement law should be amended as much as possible”, he said.
