The majority of registered civilian casualties were caused by the use of explosive weapons with the effects of the wide area, including shelling by heavy artillery, multiple missile systems, rockets and air attacks”, an OHCHR statement said.
The UN rights office said it has confirmed 7,031 civilian deaths, but believes the actual number of victims is the highest “ ” given the pending confirmation of many reports and non-achievement of areas where intensive fighting is under way.
Most of the deaths of registered civilians occurred in the Ukrainian government-controlled areas of 6,536 compared to 495 registered in areas controlled by Russia. The OHCHR did not attribute responsibility for the deaths.
Ukraine says the number of civilians killed could amount to tens of thousands. Both countries deny targeting civilians.
