Zajednica becoming: Germans already have the first Draft to negotiate Kurti and Vuciq

Serbia's Novosti media, writes that the Zajednica Statute Draft in Kosovo is working on the German Foundation “Friedrich Ebert Stiftung” and the European Institute for Peace. According to this medium, the Zajednica Draft document already holds the non-governmental organisations from Kosovo and Serbia selected to work on it as well as [...]
The bill of the document to establish the Association of Serb-run municipalities (known as Zajednica) has been entrusted with drafting the German Foundation “Friedrich Ebert Stiftung” and the European Institute for Peace.
According to Serbian medium Novosti, the designers of this draft have been working on it for months and have a version of it been sent for comments to the Serb and Kosovo non-governmental organisations, and will also be at the table of the European Union's Special Representative for Talks between Kosovo and Serbia, Mr Miroslav Lajcak.
“Serbian and Albanian NGOs, as well as Lajcak, have been sent the drefi of the document on what Zajednica will look like, where they should then return their opinions and suggestions (about this document), writes Novosti, translates Periscope.
The document in question, as Serbian Novosti learns, will not be made public, but will be part of negotiations ( Kosovo- Serbia) and after the objections that have been made against it, will be negotiated with what the Serbian medium refers to the government of the Republic of Kosovo “so-called Government of Kosovo” and after that, will be distributed even for the third side, but it is not specified who this third cypale is.
Dilems about Zajednica Statut Draft
On the basis of what was presented at the State of Zagreb, representatives of the Nongovernmental Organizations, in addition to some other issues, have dilemmas if association will be a legal entity or whether it will be a state body.
Their “Their concerns are that according to this draft, Serbs can benefit more rights than they currently have guaranteed with the Constitution of Kosovo”, this medium writes And it seems here that the Serbian media text refers to concerns of nongovernmental organisations in Kosovo (according to our version).
They are also concerned that everything about what the text says should be in accordance with the Coova Constitution and with what the Constitutional Court has already stated about the Association. And it seems here that the Serbian media text refers to concerns of nongovernmental organisations in Serbia (according to our version).
Medium writes that the criticisms and concerns of the incorporated in this matter should be taken into account and that the final recommendations should be included in the final Draft for the establishment of Zajednica (that is thus prepared by Friedrich Ebert and the European Institute for Peace) and that as such Lajcak is given to negotiate with the parties in dialogue.
Serbian media concern
“Now the entire process of drafting the Drift for the Zajednica Statti has been put in the hands of a German non-governmental organisation, subsequently meaning that it is Berlin, which is one of the most noisy voices in support of Kosovo and constantly asks Serbia to accept Kosovo, and it is conditional on entry into the European Union”.
According to Serbian media, the problem is that in this process, the Serbian List has not been invited at all. This task has been given to directors of nongovernmental organisations in Kosovo and Serbia, who do not have legislation in front of our patriots”, writes the Serbian medium.
According to this medium, Lajcak will meet representatives of non-Serb and Albanian organisations involved in the process today in Berlin at a conference organised by the European Council for Foreign Affairs. According to this medium, there will be Serbian Foreign Ministry Secretary Nemanja Starovic and Kosovo Deputy Prime Minister Besnik Bislimi, as well as Representative Lajcak. /Periscope
