Serbian medium “Noova.rs”: This is the text of the Kosovo- Serbia under “Two Germanys”

According to this medium, for more than a decade, Serbian authorities have refused to accept a solution for Kosovo, which would rely on the model of two Germanys.

In fact, it's about a treaty signed by West and East Germany that they didn't know each other.

applied to the Kosovo problem, as this medium writes, that model would imply that Serbia accepts Kosovo's independence, but does not officially recognise it. That includes Kosovo's membership in the United Nations, though it does not.

Several points of that framework agreement are already envisioned in the Brussels Agreement. According to some information, it is currently working on the text of the final solution to the Kosovo problem and will be based on this model.

Behind the text of this 2012 agreement is the German foundation Konrad Adenauer, which is close to the once ruling CDU, led by former cadre Angela Merkel and was written by experts from Serbia and Kosovo.

This is the text of the document:

“The two sides in the agreement, given their responsibility for peace and security on the basis of democracy, freedom, rule of law, justice and respect of human and minority rights, based on historical specifications and despite the different outlooks on both sides of the agreement when it comes to status issues, guided by the desire to act in favour of the people and for regional co-operation and stability, in an effort to develop mutually good neighbourly relations, agree on the following:

Article 1

Both sides in the agreement will mutually develop good neighbourly relations based on non-intervention in internal affairs and respect for mutual territorial integrity.

Both sides in the agreement take over to fully implement agreements reached under the auspices of the European Union. (listed in Anex A)

Article 2

In line with the United Nations Charter, both sides in the agreement will resolve all disputes between them exclusively by peaceful means and refrain from threatening or using force.

Article 3

Both sides in the agreement begin with the assumption that neither of them can represent the other in the international sphere or act in its name and that their authority is limited to their territory.

Article 4

Both sides in the agreement express their readiness to regulate further practical and humanitarian issues, particularly resolving the fate of the missing, the return of refugees and internally displaced persons, and working together to resolve property issues, economy, science and technology, transport, judicial relations, mail and telecommunications, environmental protection, education, media, health and sports, tourism, and other important areas.

Article 5

Both sides in the agreement will seek cross-border co-operation between municipalities and communities; encourage twinning of municipalities; facilitate free movement between neighbouring communities, and encourage bilateral relations.

Article 6

The two sides in the agreement will enter negotiations for the deployment of new border crossings. They will also promote better road, air and railway transport between the two territories.

Article 7

The two sides in the agreement take over to establish liaison offices at government/connection positions on each other's territory.

Article 8

Both parties in the agreement respect all national communities (the citizens) in their territory, guarantee and protect all rights belonging to the national communities (the citizens), in line with the highest international standards and rights already realised. Education, culture, religion, religious beliefs, and the language of national communities (the citizens) will enjoy special incentives.

The democraticly elected organs of national communities (minorites) or other forms of representation of national communities (the citizens) on both sides contribute to the resolution of practical issues of protection of the National Community (Myorites).

Article 9

Given the aspirations to join the European Union, both contracting sides will respect the principles of decentralisation and subsiliarity in working to harmonise their legislation with European standards.

Article 10

Both sides in the agreement agree that the membership of both sides of the United Nations and other international organisations (the other side).

Article 11

The two sides in the agreement take over to support each other in their efforts to become members of the European Union.

Article 12

According to the Serbian medium, “this agreement comes into force on the day of signing by authorised representatives of both sides of the contracting”
