The rape of an 11-year-old girl out of five boys and men and institutional failure cannot be overcome by two dismissals, resignations and face-to-face play between institutions. Violence against girls and women is at pandemic levels, so her struggle should be national emergency.
New research shows that 11-year-olds have been a victim of rape and trafficking before. Moreover, she was under state supervision when she was raped. It was left by the state without protection that became an accomplice in her rape. And this is not as an isolated incident but as a continued state behavior in relation to girls and women experiencing gender-based violence in Kosovo. The state continues to fuel the phenomenon of violence against women by failing to punish the proper failure of cases of violence against women.
The state's negligence is endangering the girls and women in Kosovo, especially minors. 85% of the victims of sexual violence in the period 2019-2021 have been minors, according to the Kosovo Institute of Legal Medicine. In addition, reports have shown that local courts have served sentences below the minimum allowed by law in more than half of cases of sexual violence.
Before this state abandon and uncertainty, we only have the protest. On Monday we gather and respond with revolt to the failure to address our demands Wednesday by the Government. We sit down and block the government's entry until government answers guarantee security.
Our demands Monday are:
1. Legalizing the use and distribution of inflammatory gas for self-defence (pepper spray)
2. Downloading police officials responsible for the minor rape case;
3. Establishing a specialised sex violence unit in the police;
4. Security, justice, and rehabilitation for the survivors of sexual violence and
5. The introduction of sex education in schools.
