By the end of the year, it is expected that the teaching system in Kosovo will undergo changes and be adjusted to the Law, as there have been many shortcomings so far.
Deputy Minister of Education Dukagjin Pupovci has confirmed this.
Educators stress that the way of appreciation should be changed so that teachers can have a constant assessment of their performance.
The teaching process in Kosovo currently has many shortcomings, and it requires changing the way of appreciation. Deputy Education Minister Dukagjin Pupovci has told Radio Kosovo that this issue is being regulated by law, as the current teaching performance rating system is not effective. Pupovci announced that the Ministry of Education has in its governing programme the revision of this system.
This case is already being regulated by law. However, we have noted that during this period the current teaching performance-recognition system is not effective, because it is only once in five years and done on the part of the education inspectorate, which simply does not have the capacity to make such an estimate of 23 thousand teachers, about how many in Kosovo”, said Deputy Education Minister Dukagjin Pupovci.
Even connoisseurs of educational matters appreciate the need for changing this system of things. Youth Qehaja, from Institute “Edguard”, told Radio Kosovo that an overhaul of the rating system is necessary so that teachers can have a continued performance assessment.
The assessment of teachers' performance with legislation in effect leaves much to be desired and has many questions. Thus, a restructuring of the same is necessary so that we can make sure that teachers have a constant assessment of performance. So, not an estimate once every five years, not assessment by the director or inspector, with warnings that are not valid and reliable. The important thing is that teachers from the performance assessment understand where they are, where they are stuck, and offer institutional support to correct them. So this should be the goal of the performance assessment”, Youth Qehaja told Radio Kosova.
According to the Ministry of Education, by the end of the year, there will be another performance assessment system, which will be more applicable. On the other hand, it will also enable licensing in that form to connect licenses to their salaries.
