The IAEA said it is ready to start consultations immediately that would lead to the immediate creation of a nuclear security zone in Zaporizhja.
The International Atomic Energy Agency also stressed that it is very concerned about the situation at the nuclear plant.
The IAEA said its team observed damage done at various locations, some of which were near the reactor building.
The report recommended that conditions under which Ukrainian personnel work at the nuclear power plant be improved.
Ukrainian personnel are under constant stress and high pressure, especially since there is a limited number of people available, the IAEA said, adding that this is not sustainable and can lead to an increase in human error that may have an impact on nuclear security.
The report was released after the IAEA team's visit to Zaporizhja.
