The Kosovo government has passed lists with 15 nominated candidates, even though with the Law on Public Enterprises it is said the list should contain at least five more names than the positions for elected directors on board.
“When possible, the Recommission Commission will recommend the Government a number of qualified candidates, which is at least five (5) more than the number of positions for elected directors at the Board of Directors” - said in the 7th paragraph of Article 15 of the Law for Public Enterprises.
KA LLXO.com has requested clarification from the Government and the appreciative Commission why 15 names have been sent for only 4 board members that have had to be resolved, more than the minimum threshold required by law.
The chairman of the assessment commission, Blerim Hasani, has said they have been instructed by the relevant entity serving as the secretary of the recommendation commissions in the prime minister's office, to recommend at least 12 candidates.
“Therefore, the number 15 candidates is set to base the result reached by the same in the oral interview. We as a commission, have had no preference for any candidate, and absolutely any preliminary assessment of how they rank. Their list order is determined by the points of the candidates ' oral interview. While, after the end of the list and their appointment by the Government, there are also several consultative phases and of course that the ZKM has offered you clarification of this” Hasani has said.
From the Office of the Prime Minister of Kosovo, they have stated that it is in full government discretion that any candidate who is on the recommendation list can be named by the Government on board of the Public Company, regardless of the funding or position of candidates on the recommendation list.
“In Article 15.7, see the ministerial commission will recommend to the Government a number of qualified candidates, which is at least five (5) more than the number of positions for elected directors at the Board of Directors, which means that in case of selection of five (5) or seven, the commission can recommend more than this number and is not limited to” the ZKM response.
Vetevendosje Man aboard
Hadziha lives and admitted to being a member of the Vetevendosje Movement, claiming to be a simple member and no party activity. The member named on the KRU board “Gjakova” has denied that the Vetevendosje Movement has influenced his appointment.

Hadijaha on Facebook also has photos published with LVV deputy from Rahoveci, Visar Kornica. Hadzihaha himself is also from the municipality of Rahovec.
LVV MP Wisar Korenica has also denied that the party is involved in appointing Hadijaxhia. He has even said that Hadziha's professional training has affected his appointment aboard.

Along with Hadziha, three other candidates -- who are ranked in positions 4, 5 and 6 on the list of the most successful candidates -- have been named on board, while the first three most assessed candidates by the commission have been overlooked.
Hadijaha is ranked 12th with 150 points, the 4th was ranked Urim Gashi, with 196 points; 5th was ranked Arjaneta Nura, with 191 points and 6th was ranked Vildane Maloku, with 191 points.
The three most popular candidates, Agon Hadzikadrija, with 204 points; Miranda Zherka with 203 points and Hysni Ahmeti with 197 points, even though they were mostly assessed by the commission and listed at the top of the list, none was named on the KRU board “Gjakova”.
KA LLXO.com has contacted Agon Hydikadrine, who is listed at the top of the list by the selective Commission after the recruiting procedure, writing tests, oral testing and work experience. He has also indicated why he has not been appointed aboard the KRU company “Gjakova”.
I've been professionally recommended, politically not and never been to any party. The main reason I've been told is my appointment to the Board of Directors of the University “Fehmi Agani” in Gjakova. On the other hand, Competition Election Commission Chairman Blerim Hasani has declined to respond to the process and has demanded that the prime minister's office be contacted.

From Declaration to recommended names
The competition for a member of the KRU board of directors, Gyakova, was announced on October 15th 2021, for four positions, leaders and three board members.
47 candidates had originally applied for four positions. Of them, 23 have met the initial criteria and have been processed further for testing.
On February 22nd 2022, Deputy Secretary General Arben Krasniqi has appointed the Election Commission of 7 members.
Fahrije Errnava 50 Secretary General of the Ministry of Internal Affairs (MPB) was appointed chairman of the Commission, while Fikrije Zymberi, Valon Gashi, Merita Dedinca Uruki, Besad Halilaj, Violet Hoxha and Bajram Mustafa had been appointed a member of the Commission. These last three were foreign experts.
Then, on March 8th 2022, Arben Krasniqi had replaced the Commission's leader, Fahrije Tarrnat, with Blerim Hasani, who is Secretary General of the Ministry of Agriculture.
Of the 23 names that had been processed further for testing, Jeton Hadzijaha was put on this list after he filed complaints.
The Electoral Commission after conducting recruiting procedures, such as oral, written testing and after praising each candidate's work experience, had compiled the list of 15 recommended candidates, which was sent to the Government of Kosovo.
