373 delegates have voted in that decision, 23 against and 3 have abstained.
Both heads will have equal competencies, while electing the two mayors has enabled the new statute of this political subject, which was adopted before being voted for chairman.
The Guxo Party had been left without a leader since its founder's election -- Vjosa Osmani -- in the post of president of the country.
