Europe's largest nuclear power plant was occupied by Russia shortly after it invaded Ukraine in February.
Ukrainian staff who continue operating in this area say Russian troops have used it as military base.
Michel said he spoke to UN nuclear agency head Rafael Grossie after the long-awaited visit Thursday. Some inspectors from the 14-member mission have remained in the country.
