Alexander-Arnold, who lost last year's Euro due to injury, has made only one international presentation this year towards Italy, writes Periscope.
Fikayo Tomori, Jarrod Bowen and James Ward-Prowe are also missing.
But Brentford's assailant, Ivan Toney, is on the line to make his international debut.
Toney, who scored five goals at Premier League this season, received his first call to England this month, but was not included in the match with Italy.
He has been appointed to the team of 23 three Lions' players to confront Germany, but Manchester City midfielder Jack Grealish is out of suspension.
Other shortcomings are team selections and not because of injury.
Remember that Alexander Arnold tops the rankings for the chances created by an English wing defender so far this season in all club races with an average of 2.7 per match.
The 23-year-old scored two league goals for Liverpool this season and played 737 minutes more than any other English defender.
