Starr, a former US judge and attorney general, died in a Houston hospital on Tuesday because of complications from the operation.
As an independent adviser investigating Clinton, Starr became a known name throughout the United States.
He recently served on the team that protected former President Donald Trump from dismissal in 2020.
Starr was appointed by the US Department of Justice in 1994 to investigate the Whitewater case, which included Bill and Hillary Clinton.
During the investigation, Starr found evidence that Clinton had a connection with an intern at the White House, Monica Lewinsky.
This resulted in Clinton's impeachment by the US House of Representatives in 1998. He was later released from the Senate. Starr wrote about the investigation in a book “contempt: A memory of the Clinton” investigation.
