Citaku: Dialogue not to be transformed into an instrument of renotification of past agreements

Citaku in an interview for Kosova Prees, speaking of the document agreement with Serbia, says Prime Minister Kurti made too much noise for nothing.

On the two-year anniversary of Washington's deal, Citaku, says the Kurti Government has quietly implemented it, while also talking about the “Open Balkans” and unionist strikes in Kosovo.

“Well what we shouldn't allow and for that we have made public warnings, we should not allow the process to turn decades back and become an instrument of renotering agreements reached earlier. In this new geopolitical context, where Kosovo is more powerful and Serbia is more isolated because of Russian aggression in Ukraine, this new geopolitical moment, Kosovo must use to advance reaching a final agreement, with mutual recognition at its centre. Everything else maintains status-quo and its maintenance is at the expense of Kosovo and the benefit of the destructive forces in Kosovo and the region”, Citaku points out.

According to her, Prime Minister Kurti, in recent months he has been totally irresponsible as he has communicated with the public, privately citing war as well.

We had a lot of noise for nothing. The word war is the last word a prime minister should use in the public discourse. When warning of war, the prime minister invites extraordinary sessions, calls for general mobilization, and presents the facts. It has been completely irresponsible on the part of the prime minister, the way he has communicated with the public in recent months. It is good that after more than a decade, the prime minister has agreed to an agreement we have reached in 2011. It is good that they are being implemented, it is good that Serbia has given up letters of entry and exit. We hope the prime minister really understood that dialogue is a really important priority, not the eleven, seven, and so on”, she adds.

On the two-year anniversary of Washington's agreement, Citaku, says it has been useful, but insufficient, so one step ahead must be taken.

International agreements are not the Swedish table where you take what you like and leave behind those who don't like you the most. International agreements are handled in packages. Never, ever, Kosovo from the White House has had bad deals. The White House is the address that has given Kosovo freedom, based on the project of declaring independence and empowering international subjectivity. We are forgetting that the last recognition that Kosovo has come to is from that agreement, that of Israel... We have done our part of the work on the highway issue, now Serbia must do its part. Even for Wyman, the feasibility study has been done, and there has been more noise there than some substantial disturbance. Washington's deal is a good deal, but there's an agreement that doesn't address all problems, it's useful but not enough. We need to move one step forward... The government has respected, if not all of the agreements, as some of them have only been implemented without coming Prime Minister Kurti to power, but have not given up on Washington's deal, which is a good thing”, she says.

As for “Balkan Open”, whose summit was held two days ago in Serbia, Citaku says Kosovo should not only be equipped but address its demands as well.

Kosovo must not be balanced. Kosovo must articulate its demands, its conditions. What are our conditions, demands to become part of this initiative. However, at the same time we must clearly say that the problems between Kosovo and Serbia are not of an economic nature”, it declares.

On the other hand, Citaku addresses a series of charges against Prime Minister Kurti for the lack of social dialogue with trade unions.

Social dialogue as a policymaker has been eliminated by the government and Prime Minister Kurti. He does not want cooperation, conversation and compromise. The prime minister aims to subdue trade unions, the media, is the same approach he has had with veterans and other social categories. However, this land is subject to no one. The prime minister is there to govern not to rule, prime minister must understand that compromise in politics is necessary ... Instead of sitting down and talking with educators, doctors and veterans, we have a tendency to dehumanize them. There's a cultural rejection of them, we mock the appearance, dress, excise, and now the government's recent high-executors charge false accusations of treason. This type of lyques communication on the part of the government should end”, she claims.

In the meantime, he also considers it incapable of managing the energy crisis.

According to her, summertime reductions were warnings of the difficult winter Kosovo citizens will face.
