That is because within Bosnia and Herzegovina, now and many years, failed to create internal political consensus on the issue of Kosovo's recognition and, even for free movement between the two countries. This seems pointless for Bosnian presidency member Sefik Dzaferovic.
Asked by RTK if there is any step towards freedom of movement, he said this topic has not been discussed so far.
Bosnia and Herzegovina and Kosovo have a severe regime of movement of people, goods and capital. There is no more strict regime. Serbia has a more liberal approach and all other countries. And I think it is in the interest of Bosnia and Herzegovina that people living in Bosnia and those living in Kosovo would have to work on it to remove this regime and people move freely. At this point, even at this point, there is no consensus in Bosnia and Herzegovina. But I believe the time will come for, at least, freedom of movement to achieve compliance, because this is for the benefit of all people, because, as a consequence of this regime, we are suffering damage from both sides”, Xhaferovic said.

This consensus at this moment does not exist and this is Bosnia and Herzegovina's official position and I am obliged to say no matter what I personally think as a member of the presidency” said Xhaferovic
Those statements, the Bosniak member of Bosnia and Herzegovina's presidency, gave before the media at the Brdo-Brigjun Summit, which was held last week in Slovenia and, among other things, called for freedom of movement. However, Bosnia and Herzegovina's deadlocked stance in its report with Kosovo is due to the refusal of Bosnian Serb President Milorad Dodik, who is known as an opponent of Kosovo's independence.
