Matoshi: President Osmani missed, Kosovo cannot sign defence treaty with Albania

This pact, according to Matosh, could not be achieved even when Albania has not been a powerful member of NATO, because the character, structure and phases of the Kosovo Force depend on NATO mechanisms.

In his writing, Matoshi stressed that Osman's commitment to signing such a pact has been inspired by tensions with Serbia and to witness missing constitutional patriotism.

Neither does the US have the right to sign joint defence treaties with third states, although it is entitled to bilateral agreements with allies outside NATO (there are agreements with 18 UN member states),

While MNNA's status offers military and economic privileges, it includes no security commitments for the designated country. Privileges That result from definition MNNA under US law consists of material loans, supplies or equipment for co-operative research purposes, development, testing or assessment.
