Xavi represented his former club Al Sad several times in Iran and therefore needed special permission to enter the US.
Barcelona will play Inter Miami on Tuesday, and the club hopes that its problems will be solved by then.
The rest of the first team left Friday, but Xavi is likely to arrive in the United States on Monday evening, as the situation cannot be resolved in the middle of a weekend.
